| 摘 要： | 根据信息论中关于熵的理论，结合特尔菲法，层次分析法等，提出了一种新的指标权重确定方法－－基于熵的指标权重确定法，并据此对水利建设项目进行了灰色系统评价，该方法为水利建设项目综合评价提供了新的途径。

| Abstract: | In this paper, by means of the entropy principle of the information theory, the Delphi method, AHP, etc., a new method is presented, in which the weight of concerned appraisal indexes is established. Based on this method, water resources projects can be comprehensively appraised by the grey system theory. The present method provides a new way for the appraisal of water resources projects. |
