| Abstract: | From the aspect of fragility of Tibetan ecological environment, this article puts forward carrying out administrative permission, giving free rein to the governmental function, attaching importance to the environmental protection in leap-over development of Tibet, and trying to fufill coordinate development between Tibetan economic society and ecological environment as well. |
