抗战时期安徽省临时参议会述论

抗战时期,安徽省政府遵照国民政府指令,在战时省会立煌成立了安徽省临时参议会,其参议员多为高级知识分子。作为当时法定的地方民意机构,安徽省临时参议会在清明吏治、淮域赈灾、支援抗战等方面起到一定进步作用,但由于受内部派系斗争、敌后特殊环境等因素制约,其并没有完全发挥民意机关应有的作用。

A Study on the Provisional Provincial Council of Anhui in the Period of Anti-Japanese War

Under the command of the National Government,the Anhui Provincial Government established the Provisional Provincial Council of Anhui during the Anti-Japanese War.Most of its senators were senior intellectuals.As a legitimate public assembly,the Provisional Provincial Council played a progressive role in rectifying officials,disaster relief of Huai River and supporting the war. But due to inner factional struggle,special environment in the enemy＇s rear area and other factors,the Anhui Provincial Council did not fully play the role of public opinion.
