摘    要:在经济迅速成长,生活质量不断提升之下,台湾住商部门能源需求之成长率在近年均超过6%,能源消耗为本部门主要之CO2排放因子.为此提议八个节能方案,分别为:发展节能之建材,强化建筑外壳节能设计,建立建筑空调及照明节能设计基准,提升耗能器具能源效率标准,推动旧建筑节能改善服务,日常节能之教育倡导,推广建筑物利用再生能源,及调整累进电价之差别费率.以上方案为无悔策略,目标为节约能源,预估2015年累计年节约364万公秉油当量,降低CO2排放量994万吨,2025年累计年节约873万公秉油当量,降低CO2排放量2383万吨.

Abstract:Due to the rapid growth of economy and the rise in the standard of living in Taiwan, the energy consumption of the residential and commercial sectors has been increasing by more than 6% in recent years. Energy consumption is the primary factor for CO2 emission for this sector. Therefore eight energy conservation measures are proposed here, which are: to develop energy-saving building materials, enhance the building envelope energy-saving design, establish the building air-conditioning and lighting energy-saving design standard, increase the efficiency of electric appliances, energy service for existing buildings, promotion of energy conservation, and applications of renewable energy. It is estimated that accumulated energy conservation of 3.64 million kloe can be achieved by 2015, equivalent to reducing CO2 emission by 9.94 million tons. By 2025, the accumulated energy conservation is 8.73 million kloe, equivalent to reducing CO2 emission by 23.83 million tons.
