| 摘 要： | 随着2009年三峡工程的全面建成，三峡工程的中心工作将由工程建设转向水库管理。三峡水库管理异常复杂，没有现成的成熟的管理办法可供借鉴，未来水库管理面临诸多挑战。为了确保三峡水库的生态安全，需要从完善水库法规体系，创新管理体制，创新生态补偿机制，创新绩效考核评估机制，实施生态移民工程等方面对运行期三峡水库管理进行创新性思考。
