公务行为的伦理选择

公务行为面向公众,它具有公共性,其自身的性质决定了它要为公众事务服务。可是在公务行为的选择过程中,由于公共利益和私人利益的二元分化,公务人员的利己主义动机以及传统的服从上级的行政模式,都不可避免地会使公务行为陷入伦理选择上的困境。因此,如何减少伦理选择困境所带来的消极影响,对公务行为创造更大的公益价值,以及对公务机构在公众心目中形象的提升都十分重要。
