| 摘 要： | 环境是人类社会延续的自然基础，而发展则是人类社会协调与自然，人与人关系的能动表现。如果发展不能立足于可持续性，那么，这样的发展势必胁迫环境的自然无序演化，亦将危及到人类自身的生存与发展。因此，环境与发展成为了当今国际社会关注的主题，走可持续发展之路无疑是人类明智的选择。

| Abstract: | The environment is the basis of the human sustaining and the develpoment is the initiative of the human being for the nature. The development, if not sustainable, will inevitably bring the environment into a disorder one, thus endanger human beings and their development. Therefore, the environment and the develpoment become the international focus and it is a wise choice to follow the sustainable development for the human being. |
