| 摘 要： | 在分析１９９８年长江特大洪水的特点及形成过程基础上，对其成因进行了深入探讨，认为除大气环境因素外，其诱发的主要原因是长江生态环境恶化所致。主要表现在森林植被锐减、陡坡开垦严重、中上游水土流失剧烈和中下游湖泊蓄水功能降低等诸方面。要从根本上防止或减轻长江流域的洪水危害，就必须增强环境建设意识，重视森林植被的保护和发展，扭转生态环境日趋恶化的局面，实现国土安全和长治久安。

| Abstract: | A catastrophic flood occurred in Changjiang River watershed in 1998. It was not only an
exceptionally serious flood with a high level and long continual time, but also resulted in
serious calamity. A great attention was paid to by the personalities of various circles in the
world. Based on the contributing of the characteristics and process of the inundation this year,
the paper discussed the contributing factors. It is considered that the main influent reasons of
the flood were the destruction of ecological environment, except the influence of climatic
change, and the serious reduction of forest resources, tillage on steep mountain slopes both in
the area of upper and middle reaches of the river and the decrease of storage volume of lakes
and reservoirs in the down reaches. It is considered that to increase the consciousness of
ecological environmental protection, to develop and protect forest resources are the inevitable
measures to reduce the influence of flood disasters and realize the territory |
