| 摘 要： | 全面推行素质教育已成为国策。为了更好地推行素质教育 ,必须创造良好的教育环境。影响素质教育的深层次原因是教育不能满足百姓需要 ,因此要落实素质教育 ,为实施素质教育重造环境 ,就必须先调整教育结构 ,充分满足百姓需求。要做到这一点 ,就需要加大对教育的投入 ,要利用一切可以利用的形式和手段 ,要把国家投资和社会力量投资以及亿万人民群众投资子女教育的积极性结合起来 ,走出一条具有中国特色的发展教育的道路。

| Abstract: | The full implementation of quality education is our national policy. To this end, excellent educational environment must be created. However, the rearrangement of educational structure is a first task to meet the deep-level demand of the masses. Therefore, the educational investment must be expanded and all possible forms and ways must be united to open up a development method of education with evident Chinese features. |
