廉政是政权稳固的首要条件,要做到廉政仅仅依靠人们自身道德修养是绝不能实现的。因此,我们必须加强制度建设,改变现有的纪检监察体制,使纪检监察机构成为由中央直接垂直领导的机构。这不仅适合政权机构运行的规律,也是古今中外实践所证明的成功经验。只有这样我们才能充分发挥纪检监察机构的效能,为我国廉政建设长效机制的建立奠定基础。
