论少数民族地区生态环境利益补偿机制——以云南省迪庆藏族自治州为例

作为一种纯公共产品，生态环境需要建设和保护。也需要相应的投入。从来源上看，少数民族地区生态环境建设和保护的资金可从市场、少数民族地区地方政府财政和中央政府财政转移支付获得。但从实际情况看。上述三个渠道提供的资金有限，少数民族地区生态环境建设和保护存在巨大的资金困难。因此，需建立多层次、多渠道的利益补偿机制。

The Compensation System to the Benefit of Ecological Environment

As a pure public product, ecological environment needs to be protected and constructed. It also needs funding relatively. The capital could be obtained from the market, the civil finance of the minority regions and the central government. But, in reality, the capital from the above three channels are very limited. There is a great financial difficulty for the constructions and protection to the ecological environment in minority regions. Therefore a multi-level and multi-channel benefit compensation system needs to be set up.
