On the Separation of Circulation of Commodities from Material Flow

The separation of the circulation of commodities from the material flow, inevitable in the development of commodity economy, is necessary for organizing a rational material distribution, for saving the amount of social labor and for increasing the economic benefit.To meet the requirement on the separation mentioned above, Hubei Metal Company has carried out a "Three-Side Settlement" scheme. According to the data collected from three districts in 1986, the expense cut down was 190,000 yuan (RMB) with an average of 38 yuan per ton, though only 5,000 tons of steel were involved. This is a considerable economic benefit to the country.The"Three-Side Settlement" is consistent with the theory of the separation of the circulation of commodities from the material flow. There are however two problems: one is the consumers are always in arrears with payment for goods and the other is the company storehouse will have less income. Apart from necessary measures that should be taken, more publicity should be made about the theory and practice so as to make more people understand that it just will not do without effective reforms.
