高等院校防止利益冲突制度初论

利益冲突是权力腐败之源，防止利益冲突对于反腐倡廉建设具有重大意义。作为廉政概念的“利益冲突”，是指公职人员由于受到其私人利益因素的干扰，以致价值判断和政策取向偏离公共利益要求，发生私人利益与其公职所代表的公共责任相冲突的情境和行为。从利益冲突的概念入手，简要回顾国内外防止利益冲突的制度实践，分析高等院校利益冲突的现状和防止利益冲突方面存在的问题，进而揭示建立健全高等院校防止利益冲突制度的意义．最后就如何建立健全高等院校防止利益冲突制度提出一个初步框架。
