| 摘 要： | 新疆生产建设兵团是当今世界唯一、中国独一无二的特殊组织，它以企业形式出现于世人面前，是推动新疆经济发展的重要力量；又肩负着守疆卫国之职责，进行了政权性建设和社会性建设，成为军、政、社、企一体，社会形态比较完整的政权组织，承载着亦军亦民的特殊功能和使命，活跃于当代中国政治舞台。
