| 摘 要： | 通过对台湾新竹、深圳和无锡引进海外人才创业的政策和环境进行分析,总结吸引海外人才回国创业的成功经验:坚持政府作用和市场机制相结合、政府和创业者共担风险、对创业失败提供制度保障等,这些经验对于实施"千人计划"、发展高科技产业和以创业带动就业都具有重要意义。

| Abstract: | Through analyzing personnel policies and business environment of entrepreneurship for overseas talents in Hsinchu,Shenzhen and Wuxi,the successful experiences about attracting overseas talents to return and start entrepreneurship are summarized: adhering to the combination of government's role with the market mechanism,sharing entrepreneurship risk by the government and entrepreneurs together;providing system to protect the losers and so on,which is of very great significance for us implementing the "thousand plans",developing high-tech industries and promoting entrepreneurship and employment. |
