中国工业低碳化的制度创新及其政策选择

分析了现阶段中国经济工业化对于碳排放的影响，认为在目前“发展是第一要务”的中国面临着工业化和低碳化的两难选择。我国工业低碳化的实现，国家应当从制度上大力调整产业结构，推动经济增长方式转变，促进传统产业的低碳化升级改造；企业应当抓住机遇，发展新材料新技术，灵活运用金融、税收、投资倾斜、项目扶持等优惠措施抢占先杌。

Systems Innovation and Policies Options of Chinese Industry Low-carbon Technology

In this paper, the author analyzed effect of Chinese economic industrialization on carbon emission on the stage. The author thought that China was facing dilemmas that were industrialization and low-carbon technology under the ground of ＂Development Is Top Priority＂. The states should adjust the industrial structure, promote mode transformation economic growth, and promote traditional industries, upgrade of low-carbon technology through reforming the system; the enterprises should seize the opportunity to develop new material and technology by using financial, taxation, investment tilt, project sup- port; consumers should establish a correct carbon values to promote economic growth and sustainable development in harmony.
