信息技术与政策科学化、民主化

公共政策在政府行政管理中处于核心地位,在现代信息技术的条件下,政府上网为民众提供了大规模的全新信息和政策参与的途径,保障了公众的知情权和参与权。在此基础上,民众有了表达和监督的途径,最终使得政策趋于科学、民主。从知情权、参与权、表达权和监督权＂四权＂角度入手,分析了信息技术怎样提高＂四权＂,进而推动公共政策的科学化、民主化。

On a More Scientific and Democratic Policy Based on Information Technology

The public policy is at the core position in the government administration. Under the condition of present information technology, the government has been on the Internet and provided the large--scale and new information and the way for the public to participate. So it has safeguarded the public rights to know and to participate. Based on this, the public has the way to express and monitor, which in turn finally makes the policy be more scientific and democratic. From the ＂four rights＂： the right to know, the participation fight, the expression right and the supervision fight, this article discusses how the information technology enhances the ＂four fights＂ to promote the punic policy to be more scientific and democratic.
