| 摘 要： | 从背景规划收集和筛选、规划协调性评价和规划冲突协调三个环节构建了完整的规划协调性分析的逻辑框架;基于协调性概念提出应从规划互动性和相容性两个维度开展协调性评价;结合德尔菲法确立了半定量化的规划综合协调性评价指标体系;通过案例研究进一步说明在规划环境评价实践中,规划协调性分析不仅仅是一种评价方法,还是一项有效的决策冲突协调机制. |
