摘    要:在研究两国决策幼稚产业保护关税政策时,反外国政府与外国产业当作参与人,不仅考虑了制定保护关税受到缔约方政府的约束和限制,而且考虑了保护关税对与国外产业竞争的幼稚产业发展影响。文章论证了研究关税谈羊的必要性;建立了4个参与人的规划与博弈混合的多层次的单产品关税谈判模型,用多目标规划与博弈论方法研究两国与两国产业(或缔约方双方与双方产业)的决策与竞争,模型将用来决策关税的上限,预测关税上限对国家与产业的影响;并将关税谈判模型进行求解与分析.

Abstract:A multilayer model composed of programming and game with 4 players was built and resolved. Two governments and two industries were regarded as players in the model which not only analyzed the protect tariff that is restricted by two governments, but also studied effects on two infant industries development. The model showed that the negotiation of the tariffs in important, and studied the decision-marking and competition among the 4 players. The model can be used to decide upper limit of the tariff by the governments, and forecast the effects on 4 players.
