| 摘 要： | 素质教育是提高我国全民族素质的必然途径。然而，自20世纪80年代素质教育提出以来，素质教育并未得到有力实施，主要原因是受我国教育投入不足、教育办学体制的滞后、传统应试制度等因素的制约。因此，健全和完善教育财政投资体制、办学体制、教学体制，是推动和促进素质教育全面发展的可行性途径。
