发达地区城市土地可持续管理评估实践研究

定量的可持续管理评估是城市土地可持续管理实现的前提和基础。针对发达地区城市土地利用特征，建立系统化的社会统计学方法进行城市土地可持续管理评估实践研究：选取38个因素作为参评因子，构建评估指标体系，选用模糊隶属函数和线性加权函数进行综合测算，评判出南京市城市土地可持续管理综合水平；引进“障碍度”概念，运用数理统计方法进行定量的障碍诊断，并针对主要障碍因素提出南京市城市土地可持续管理改进措施。

Practice on Sustainable Land Management Evaluation in Developed Urban Areas:A Case Study on Nanjing City

Using quantitative method to evaluate the present level is the basis of sustainable land management. Although much work has been done in sustainable land management evaluation, such as what framework for evaluation should be like and what should be selected as indicators, the evaluation practice has not been done effectively on regional scale. This paper intends to construct a structured, systematical pathway for comprehensive evaluation and use it in a developed urban area in China. Based on the theories of social statistics and quantitative science, a new systematical method is put forward for evaluation.First, a basic framework for evaluation is established,in which the whole evaluating process is divided into three stages. Second, the evaluating index system is established. Indicators consisting of 38 factors are selected. And then weights and target values for indicators are established by using the AHP method and by referring to others' researches. Third, the method of membership function is selected to quantify the single indicator and the linear weighted function is chosen to compute the comprehensive evaluation index. Last, a new method is put forward to diagnose the obstacles in sustainable land management, in which the concept of obstacle amount is induced, and the corresponding formulae are used to compute it. Based on the ranking obstacle amount of all indicators, what the main obstacles are and what the minors are can be found out. Evaluation practices are made in Nanjing city, with the resultant comprehensive evaluating index of 70.46%. The result shows that the sustainable land management in 1998 in this city is still at a preliminary stage. And there are 12 main obstacles in sustainable land management in Nanjing city. In view of the above obstacles, some practical countermeasures are provided. Through the above analysss, some conclusions are gained:(1)Quantitative evaluation is an effective way to survey the rationality and sustainability of current land use in the specific area. (2)The practices of sustainable land management evaluation should be directed against the specific mode and objectives of land use. So the evaluating pathway must reflect the present features of regional land management. (3)The aims of evaluation lie not only in the determination of present stage of sustainable land management in specific areas, but also in the diagnosis of obstacles of sustainable land management, through which countermeasures can be raised to improve the sustainable level. (4)Sustainable land management evaluation is a dynamic process changing with the land use/cover change and land use objective alteration. The application of GIS and some other advanced techniques in this work is beneficial.
