交通运输若干认识问题的探讨

过去对交通运输的认识总难跳出小生产和自然经济的框框,这妨碍了我国运输问题的解决。有必要从若干新角度重新思考:(1)运输不是人与物的简单位移,而是现代社会的生存基础之一;(2)应该在多大规模上、用多少资源从事运输,被忽视、而今天却是无法回避的基本经济比例之一;(3)运输业同时具有物质生产部门、公共服务业和基础结构等多重属性;(4)运输的作用除了保证流通的一面,还有通过自身提出巨大需求,刺激工业和技术迅速发展的一面;(5)运输不仅仅是一种扣除,它是作为过程而存在的财富的一部分;(6)运输必须遵从商品经济的原则,它应该是择优分配的结果。

Some New Understanding of Transportation in Economy

The solution to China's transportation problem deponds on allsidedly understanding and correctly policy-making of transportation. In author's opinion, our traditional understanding of transportation has never left the frame of agricultural economy, and it is necessary for us to consider it from some new and different ways. (1) Transportation is not simple person and goods movement, but an important foundation of a mordern society; (2) using how many recources in transportation is a basic economic proportion which has been ignored in the past, but can not be still avoided today; (3) transportation has several kinds of natures, such as a physical production sector, a public service and fundamental construction at the same time; (4) besides promoting commercial circulation, transportation also can stimulate the development of industries and technology by making its own tremendous demands for them; (5) transportation is not only a kind of economic deduction, but also a part of wealth which cnly exists as a process; and finaly (6) transportation must follow the law of commodity economy and should be a result of optimum allocation.
