| 摘 要： | 从煤炭企业参加工伤保险社会统筹，可以化解企业风险、社会保障可以为经济发展创造稳定的社会环境、社会保障制度是煤炭行业发展的重要组成部分3方面．阐述了社会保障在煤炭行业的重要性及其深远意义。指出要做好企业保险社会统筹工作，就要正确处理好社会保障制度中权利与义务关系。
