| 摘 要： | 破产机制的运作具有通用性、强制性、市场性、社会性、优化性等特征。破产机制的正常运作要具备一定的外部环境和内部条件。企业破产工作中存在的不规范，甚至虚假问题必须及时解决。其措施主要有加强宣传，端正认识；优化资产结构试点城市政府工作的重心应放在职能转变、市场环境建设、社会保障制度建设方面；规范破产工作程序，建立适合我国企业实际的破产制度。
