制度效率差异与制度设计技术问题探析

同样是由国家正式颁布实施的制度,为何效率存在着巨大差别呢?根据新制度经济学的外在制度理论,解析我国部分反腐制度和刚刚实施的驾驶机动车新制度的效率差异,提出正是由于一些制度的制定技术存在着巨大漏洞,使制度的约束力降低,才出现了制度实施过程中的效率差异。因此,完善制度不仅仅是制定哪些类别制度的问题,还需要根据制度类型完善制度管束行为的技术问题。

Analysis of Institutional Efficiency Difference and Institutional Design Technology

Why there were huge differences in institutional efficiency？ According to the external institutional theory of new institutional economics,the paper analyzes the efficiency differences in some anti-corruption policies and the new system of motor vehicle driving in China,and then suggests that the differences result from some the huge hole on system making which has reduced the binding force of efficiency difference. Therefore,to perfect institution,we should not only to set up the types of institution,but also improve the institutional design technologyaccording to the institutional types.
