| 摘 要： | 首先建立了同时考虑“生产者-政府-消费者”行为的两个宏观经济优化模型，然后运用对偶理论证明了资源消耗最小化优化模型刚好是社会福利最大化优化模型的对偶模型，最后讨论了在经济系统中处于宏观层面的政府的均衡实现问题，并由此得到了一些有益的结论．

| Abstract: | Set up two macroeconomic models considering behaviors of producers, consumers and the government at the same time, then apply the duality theory to prove that the resources-consuming minimization model is the dual model of the social welfare maximization model, finally discuss the equilibrium realization of the government which is in the macro-level, and acquire some beneficial results. |
