| Abstract: | Organization reform is a deepgoing revolution in the realm of the superstructure . If local governments organization want to come out of the strange circle of"reduction-expansion-re reduction-re expansion"to guarantee the success of revolution , they must limit the functions of government rationally , develop the separable channels of the staff , and perfect the personnel regulations of country cadres at high starting points . |
