| Abstract: | Taking three applications of administrative powers as an example,that is,administrative guiding,administrative participating and information disclosing,and administrative free judge,the author tries to illustrate the effect of human rights in constitution on administration and its concepts,i.e.how to respect and protect human rights in administrative rules, and how to ensure the shift of government functions from managing-oriented to serving-oriented. |
