| 摘 要： | 节能减排是涉及多因素的系统工程,目前常用的考核方法多是对单位GDP能耗和主要污染物排放总量分别考核.针对目前中国节能减排的现状,提出把节能和减排两大任务并入一个系统内进行效用分析和评价.构建包含COD,SO2,单位GDP能耗三个子系统的节能减排系统.并给出了节能减排系统的综合效用模型,提出了一种针对节能减排整个系统的综合评价考核办法.
