| 摘 要： | 在"市管县"体制下,我国县级政府的权力长时间处于弱化的状态,权力和责任不对称,财权和事权不平衡,权力和职能不匹配."强县扩权"改革的核心就是扩大县级政府的权力,使其财权、经济和社会管理权、人事权等权力得到强化.在扩权的同时,还应该加强权力的规范和制约,做到放好权、用好权、管好权.

| Abstract: | Under the system of municipality-over-county,the power of county-level government is in a weakened state for a long time,with the imbalance of power and responsibility,of financial and administrative power,of power and function.The reform of county level increase of power aims to strengthen the power of the county level government;meanwhile,the strengthened power should be restricted. |
