农村普法教育与和谐社会构建

由于传统思想的影响,构建农村和谐社会遇到了“与民做主”、“以人治村”等人治观念和“片面普法”等消极做法的制约。为了实现党对“人民做主”的追求,实施依法行政、依法治村的方针,纠正“片面普法”造成的消极影响,消除构建农村和谐社会的制约因素,必须增强普法教育针对性,从相关法律抓起,完善村民自治制度,扩大农民拜众民主参与程度;从法治观念抓起,增强农民群众学法守法、用法护法的自觉性;从执法源头抓起,充分发挥领导群体的导向作用。

On Popularization of Legal Education in the Countryside and Construction of A Harmonious Society

Affected by the traditional minds, in the building up of the harmonious society, there arises some negative phenomena in the country such as the concept of ruling villages by man, and of making decisions for people and the negative practice of one-sided popularization of law. In order to realize our Party＇ s pursuit of making decisions by people ,to carry out the policy of administrative management by law and rural management by law, to remove the negative influence caused by the one-sided popularization of law and to get rid of the restraints in the building up of the harmonious countryside, we must have a good direction in popularizing the law, perfecting the systems of the villagers＇ self-control of the village , raising the level of villagers＇ democratic involvement, strengthening the consciousness of the villagers to learn and keep to the law and making use of and protecting the law, and giving full scope to collective leadership.
