建设秦巴地区新农村综合体试验区研究

达州市的新农村综合体建设在突出规划引领、综合配套、统筹兼顾、机制创新的基础上,取得了初步成效,且积累了初步经验。但在新农村综合体的地位、资金来源、产业发展、聚居点管理、政策支持等方面还有诸多问题需要破解。加快建设秦巴地区新农村综合体试验区,需要进一步明确新农村综合体的重要地位、突出产村相融的发展方向、彰显秦巴地区特色、争取政策支持、创新体制机制。

Studies of Complex Experimental Areas in New Countryside of Qinling-Daba Region

The complex construction of new countryside in Dazhou has obtained great achievement and experiences in planning,complement,coordination,and innovation of system,but such problems need to be solved as its status,resource of funds,industrial development,management of rural habitats,and policy support.To quicken the construction of the complex requires the clearer identification of its importance,the development orientation of industrial interplay,the highlights of features in Qinling-Daba region,the policy support and the innovation of system.
