| 摘 要： | 公共资源管理是公共管理的重要组成部分。目前，我国公共资源管理存在一些问题，“搭便车”是一种普遍的大众心理。建立自主治理管理模式可以控制“搭便车”的现象，有利于摆脱公共资源管理的困境。
