摘    要:为了优化政府信息资源开发利用方面的投资,运用层次分析法,对纯公共信息、弱竞争信息和强竞争信息开发利用的优先顺序加以判断,通过解多目标动态决策模型,得出各种投资方案组合的Pareto解,为政府部门提供简便易行、科学有效的政府信息资源开发利用投资优化决策方法.

Abstract:To optimize the investment on the development and utilization of government information resources, at first, AHP method was used to estimate the priorities of the development and utilization of pure public information, weak rivalry information and strong rivalry information, then a multi-objective decision model was created, and a set of Pareto solution was given by using genetic algorithm. A simple and scientific methodology is given for government agencies to make optimal investment decision on the development and utilization of government information resources.
