重大决策的三级协调模型

我国社会经济建设项目中的重大决策问题,一般都涉及到项目所在单位和设计单位,上级主管部门和与项目有关的部门,以及最高决策部门三个层次。各层所站的立场、价值观以及面临的决策问题各不相同。因此,其决策过程是一个多层次、多反馈的协调过程。本文根据各层决策的特点及其联系,建立了一种三级协调模型,并探讨了求解方法。

A THREE LEVELS COORDINATION MODEL FOR SEVERE DECISION MAKING

Tho most key decision making problems for the projects of socioeconomicconstruction in our country are usually concerned with three levels of admini-stration: (1) operation and design organizations; (2) higk level supervisoryorganization and organizations related to the project; (3) the final decisionmaking department. In decision making, the stand-point, value system and thespecial features are different to each level. The process of decision making isa coordinated one with multiple levels and feedbacks. According to the pecu-liarities and interrelations of the decision of each level, in this paper a three-level coordinated model is put forward and the solution of the model is dis-cussed.
