论政府技术创新激励政策

政府要通过一系列的技术创新激励政策,提高科技人员创新积极性,引导企业围绕国家经济发展战略进行技术创新,营造良好的社会氛围,加快科研成果的普及.政府在技术创新激励政策制定中,要坚持公正、公平、公开的原则,实行分类激励,把直接激励和间接激励、物质激励和精神激励有机结合起来.政府还要为企业技术创新创造良好的外部环境,增加对企业技术创新的投资,健全技术创新中介服务体系,加快科技立法,促进产学研联合攻关,构建技术创新的人才体系.

On the government stimulating policy concerning technological innovation

By a series of stimulating policy concerning technological innovation,the government can stimulate initiative of science and technology talents,guide enterprises to carry out technical innovation on the basis of national economic development strategies,create favourable social environment ,and hasten the popularization of research achievements.In establishing such a policy,the government should stick to fair,equal and overt policy,combine direct stimulation with indirect stimulation,materialistic stimulation with spiritual stimulation.The government should also create a good external environments,increase investment,perfect intermediate service system,hasten the pace of drawing up laws,and establish talents system of technological innovation.
