高校学报定位要解决好三个问题

高校学报定位要明确三个前提:高校学报的独特属性、学报所属高校的特点、学报的个体特征。高校学报的合理定位,要解决好三个问题:在学术意义上,应该刊载哪些方面内容、何等质量层次的文章;在办刊目的上,是主要为本校师生教学科研服务,还是面向社会,为社会学术界服务;在运作模式上,是主要依靠学校拨款办刊,还是向市场求生存、求发展。促进学报合理定位、加快发展要把握三个着力点:学报自身要明确办刊思路;学报所属的高等院校要重视和加强对学报工作的领导;教育主管部门和出版管理部门要加强对高校学报的业务指导和监督。

Three Issues Concerning the Orientation of University Journals

There are three prerequisites in a university journal's orientation; unique attributes, characteristics of the affiliated university and the individual features of the journal itself. The rational orientation call for the satisfactory resolution of three issues: first, in terms of academic level, what are the requirements for both the content and quality of the articles to be published; second, what is the purpose of running the journal, serving the society or the teaching and researching activities of its own faculties and students; finally, which running mode shall it follow, relying on the special funds from its university or competing on the market for its survival and development. To do a good job in the journal's orientation and development, there are three points requiring attention: the journal itself shall define the operation guideline; its university shall sixengthen its leading role in the running of the journal; and the competent educational authorities and publishing management departments shall improve their guiding and supervision work for university journals.
