| 摘 要： | 一方面,船舶法定证书应由主管机关或经其正式授权的认可组织签发或签署.另一方面,主管机关在任何情况下对证书负有全部责任.在相关公约及国际海事组织有关指南的背景下对如何授权展开探讨,分析主管机关与认可组织的各自优势,寻求最优授权方式.结合实际审计经验,对主管机关授权认可的组织如何实施有效监控和加强自我评估等方面提出具体建议.
