农村劳动力转移就业服务体系建设对策研究——以冀西北坝上地区为例

中国农业发展已进入新阶段,农村劳动力市场在面临难得的壮大机遇的同时也正经受着严峻的挑战。尤其对于地处偏僻,交通不便,文化落后,信息不灵的冀西北坝上地区,其长期面临着农村剩余劳动力总量大,学历低,就业能力差,农民生活水平低下的窘状。因此,提高冀西北坝上地区农村劳动力转移就业程度的关键是大力推进和不断完善转移就业服务体系建设,以尽快摆脱这一地区资源荒废,经济贫乏,乡民困苦的现状。

On the Countermeasures of the Service System Construction of Rural Labor Transfer Employment

China’s agriculture has entered a new development stage.Rural labor market is in the face of the rare growth opportunities,at the same time also is suffering from severe challenges.Especially for the Bashang region in the northwest Hebei of the remote,traffic inconvenience,backward culture,the dysfunctional information,there was faced with miserable situations in the long-term,such as total surplus of rural labor force,low degree,poor employment ability,low standard of farmers’ living.Therefore,it is the key of improving the rural labor transfer degree to greatly promote and constantly improve the construction of employment transfer service system,in the Bashang area in the Northwest Hebei,in order to break out of the status quo,such as region waste resources,economic poverty and poor villagers as soon as possible.
