摘    要:建构中国特色教育券制度应当实施三步走战略:发放“过渡期”教育券,缩小校际间差距;其次,发放“短期”教育券,“公平优先,兼顾效率”;发放“长期”教育券,“效率优先,兼顾公平”。

Abstract:According to Friedman's theory of voucher,combining our country conditions,constructing Chinese characteristic education voucher has to implement three-step development strategy: firstly,granting a "transitional period" voucher,narrowing the gap between schools;then,granting a "short-term" voucher,"fair priorities,balance between efficiency";finally,Granting a "long-term" voucher,"efficiency priorities,balance between fair".
