讲大局是我们党的优良传统和作风,是共产党员党性的集中体现,是适应新形势、完成新任务、开创新局面,应具有的思想觉悟、精神境界和政治品格。党员干部要具有高屋建瓴的气魄、高瞻远瞩的眼界、统揽全局的水平、运筹帷幄的能力。系统就是由相互作用和相互依赖的若干组成部分结合成的具有特定功能的有机整体。系统分析方法具有整体性、层次性、结构性、开放性、平衡性和最优化等特征。系统分析的方法,有助于在实际工作中正确对待大局。

Stressing the general situation, as our partyts a fine tradition and work style, is not only the embodiment of the party spirit and the consciousness, but the spirit realm and political character which should be possessed by all the communists to adapt to the new situation, to complete the new duty and to create a new situation. Party member cadres should have the courage to operate from a strategically advantageous position, should show great foresight to look far ahead and aim high, and should have the capability to dominate the overall situation. System is an organic whole with special functions of several parts interacting with and depending on one another mutually. System analysis method, bearing the character of unity, level, structure, openness, balance and optimization, helps treat the overall situation in practical work correctly.
