发达国家农村城市化的特点及其对我国的启示

长期以来形成的户籍制度不合理,建设资金缺乏,难以形成统一的市场,政策、体制缺位,主观意志突出等不良现象严重制约着我国的城市化进程。发达国家在农村城市化进程中具有独立的市场经济,争取最大收益的动力,城市化与经济发展同步,乡村人口向城市转移无制度障碍等特点,为我国的农村城市化提供了重要的经验借鉴。我国应在突出规划的龙头地位,改革户籍制度,拓宽融资渠道,提供政策保障,因地制宜、坚持多元化发展战略的基础上,扎实推进农村城市化进程。

The Characteristic of Developed Countries'Rural Urbanism and Its Hint to China

For a long time, the irrationalism of system of registered permanent residence, the lack of constructional funds, and unified marketplace, displaced policy and system and overdevelopment of subjective have been hindering China＇s process of urbanism. Developed countries own independent market economy, have the impulse to strive for their maximum benefits, develop urbanism and economy synchronously, and haven systemic barriers in the process of population transfer from countryside to cities. All the features mentioned above provide important experience for our country＇s rural urbanism. For our country, we should give prominence to the project as a leading position, reform the system of registered permanent residence, broaden the channels of funds collection, provide policy guaranty, suit measures to local conditions and stick to many - faceted developmental strategy, on the basis of which well quicken the process of rural urbanism firmly.
