| 摘 要： | 社区是残疾人生活的最重要场所，为残疾人提供最基本的公共服务，也是我国残疾人各项政策得以落实的基础平台。但是目前社区在为残疾人提供公共服务机制上存在一些不容忽视的问题，在服务供给和残疾人需求之间存在较大的脱节。为此建立起以需求为导向的残疾人社区公共服务供给机制是提升残疾人公共服务的关键所在。

| Abstract: | The community is an important place for the disabled, which provides the most basic public service and it＇s where we carry out the policy for the disabled. However, at present there are some problems which can＇t be ignored in the system of public service for the disabled, and the public service demands are entirely out of joint with the supplies. Thus, it is the key to improve the public service for the disabled by establishing the demand-oriented public service system for the disabled in the community. |
