基于创新创业生态系统的厦门营商环境的改善

近年来，厦门市营商环境改善成效显著并逐渐成熟，在企业开办、项目建设许可、跨境贸易等方面形成了独特的“厦门模式”。然而对标国际一流营商环境，厦门市在市场化程度、保护投资者、处理企业破产、创新人才集聚等方面还有差距，当前已经很难从某个局部某项指标或者仅从企业生命周期角度进行改善。厦门市应通过构建创新创业生态系统来打造一流营商环境，采取提高认识、优化评价指标体系、改善营商流程、发挥自贸区作用、建立高效生态机制等措施，促进创新创业生态系统建设，以形成建设一流营商环境的可借鉴可复制的路径，推动厦门市建设成为国家创新型城市和高素质高颜值的现代化国际化城市。

Xiamen Towards an Excellent Business Environment on Innovation and Entrepreneurship Ecosystem

Business environment in Xiamen City is developing into a unique Xiamen Model in business starting,construction permission and cross border trading,but a gap remains with first class international business environment in marketization,investor protection,insolvency resolution and innovative talent fostering.Improvement efforts from a local part or a certain indicators or in ELC alone will not have good effects at present situation but a first class innovation and entrepreneurship ecosystem.Xiamen City should raise this awareness,optimize the evaluation index system,improve business process,use FTZ well,and set up an efficient ecological mechanism to promote the innovation and entrepreneurship ecosystem.In this way,Xiamen City is expected to explore a reproducible and replicable path for first class business environment to help shape Xiamen City into an innovation city of China and a beautiful and high quality city worldwide.
