省域本科高校应用研究竞争力评价指标体系的构建

为有效衡量高校综合实力和社会服务水平，在明确省域本科高校应用研究竞争力概念内涵和影响因素的基础上，将政府作为评价主体，以导向性、可行性、发展性为指标选取原则，通过文献海选、深度访谈，采用德尔菲法和层次分析法，构建出以省域本科高校应用研究竞争力为目标层，以投入、过程及产出竞争力为维度层，以省域经济发展竞争力、省域创新发展竞争力、省域资金支持竞争力、高校人力资源保障竞争力、高校硬件资源保障竞争力、高校科研成果竞争力、高校科研奖励竞争力等7个指标为策略层，以人均GDP等26个指标为考察层的省域本科高校应用研究竞争力评价指标体系。实证研究表明，评价过程中应注重建设信息化平台，建立统一标准，开展分类评价。

Construction of an Evaluation Indicator System for Applied ResearchCompetitiveness of Provincial Universities

To measure the comprehensive strength and social service ability of colleges and universities, an evaluation indicator system of the application research competitiveness of undergraduate colleges and universities in provinces is built, based on clarified concept connotation and influencing factors of it taking the government as the evaluator, guiding, feasibility and sustainability as indicator selection criteria and using Delphi and AHP apart from literature audition and interviews.The system, targeting at the application research competitiveness of provincial universities, studies the input, process and output of the competitiveness in seven strategic indicators in provincial economic development, innovation development, provincial fund support, university human resources guarantee, university hardware resources guarantee, university research achievements, and university research award, and in 26 reference indicators such as GDP per capita.The empirical study shows that information platform, unified standards and classified evaluation should be developed that help sound evaluation.
