县域行政的困境与治理变革

县级政府的改革在我国整个政府组织改革中扮演着一个重要角色。本文在分析县域行政的特点与困境后,结合当前国内外地方政府治道变革的理论与经验,提出了几点切实可行的改革思路。

County-Level Administration:Plight and Reform

The reform of county-level governments plays an important role in the organizational reform of all the governments in our country. This paper presents an analysis of the features of the county-level administration and the plight the county-level administration is in, and, in the light of the theories and experience concerning reform in governing methods of local governments at home and abroad at present, puts forward some practicable ideas for reform in this field.
