| 摘 要： | 对基于最小方差的资源公平分配模型的约束条件范围进行合理缩小，提出一个运算快速的分配算法，提出了基于最小绝对离差原则的资源公平分配模型，并证明了这种分配方案与根据各单位的递进名额代表人数的算术平均数的排序调配方案一致，且当席位总数m增加时不会出现某单位席位名额反而减少的不合理状况，通过几个例子说明所建模型的应用。

| Abstract: | A faster algorithm is proposed after narrowing down, reasonably, the restricted lim_it for just allocation based on min_imal variance rule; the model for just allocation based on min_imal absolute deviation rule, with a faster and more effective algorithm, is set. Some good properties for the model are proofed, some notice for applications are mentioned. |
