This paper expounds the environment environmental issues and the positive and negative effects of the technological progress on the environment,probes into some measures for promoting the technological progress and environmental improvement,and puts forward some suggestions on accelerating the development of the technologies for improving the environment and further improving the environmental quality such as strengthening the availability of the environmental technology,and selecting and utilizing the technologies beneficial to the environment based on the values fitting in with the target.
