学术论文乱象治理及数字出版平台建设

国内学术论文乱象已经到了"触目惊心"的程度,出现如此严重的学术论文乱象,不是单纯的学术问题,而是涉及到方方面面的因素,其中的一个重要因素在于严重的供需矛盾。数字出版平台的建设,提高了科研活动的透明度,扩大了公众对科研活动的知情权和监督权,使科学研究处于同行的检验、批判和监督之中;再加上数字出版平台具有虚拟化、规模化、网络化及无时空限制等特点,可从根本上解决"严重的供需不平衡"导致的学术论文乱象的发生。

Academic Papers Disorder Treatment and the Digital Publishing Platform Construction

Domestic academic paper disorder has reached to a ＂shocking＂ level.That is not a mere academic question,but related to many factors,the important one among these is serious contradiction between supply and demand.Governance of academic chaos requires the joint efforts of the whole society.The construction of digital publishing platform can improve the transparency of research activities,expand the public＇s right to know and supervise research activities,and can enable the scientific research being tested,criticized and supervised by peer.Digital publishing platform has such characteristics as virtualization,large-scale,network and no constraints of time and space,so it can fundamentally resolved the occurrence of academic chaos due to the serious imbalance between supply and demand.
