退耕还林工程造林实绩评价指标体系研究

退耕还林工程核查和评价是国家林业局自2002年开始实施的全国营造林实绩综合核查工作的一项重要内容,核查和评价工作为决策全国退耕还林工程相关政策提供了丰富的基础材料和科学建议,有效地促进了工程的长远发展。但是由于退耕还林工程具有长期性、复杂性等特点,目前采用的核查结果评价系统对工程人工造林的主特性评价不具体,其核查结果不能全面、有效地反映工程建设成效。笔者通过总结几年来的外业核查和全国数据汇总实践经验,在全面分析当前工程评价系统存在问题的基础上,提出了新的核查评价指标,进一步丰富和完善了退耕还林工程核查结果评价系统。同时利用黑龙江省核查结果对新、旧两套评价系统进行了对比分析与验证,并分析了新评价系统的有效性、可操作性。

Study on checking and analyzing system for the projects in conversion of cropland to forest

Assessing on the Project of Conversion of Cropland to Forest is one of the most important part of work to national comprehensive accessment on afforestation.It has been carried out since 2002 by State Forestry Administration.The work provide significant basic information needed for government decision-making and expedit the development of the program in the long run.Because of the long-lasting nature and complexity of the project of conversion of cropland to forest,the currently taken evaluation system to the inspection couldn't generate precise results,which couldn't reflect the project construction efficiency comprehensively and effectively.In this paper,the shortcomings of the indicators and criteria applied to evaluate the outcomes of the state financed sloping cropland reforestation project initiated in 2002 are summarized.To better serve the purpose of monitoring and evaluating the ongoing project,and based on the experience gained from past field investigations,the author worked out new indicators and criteria,which,in the case of Heilongjiang province,It was shown that new indicators and criteria were more objective,more efficient and area-specific in evaluating and quality control of the Project of Conversion of Cropland to Forest than the old one.
